The Republican Liberty Caucus fights to restore the true view of the Republican Party of Individual Liberty and strict Constitutional restrictions on Government as our Founders believed. Though we are diverse and have several chapters throughout both Texas and the Nation, we all hold fast to these beliefs.

Statement of the Republican Liberty Caucus of CD 36
The Republican Liberty Caucus of CD 36 supports individual rights, limited government and free enterprise.
We believe every human being is endowed by his Creator with inherent rights to life, liberty and property that are properly secured by law. We support a strict construction of the Bill or Rights as a defense against tyranny; the expansion of those rights to all voluntary consensual conduct under the Ninth and Tenth Amendments; and the requirements of equal protection and due process under the Fourteenth Amendment.
We support the Constitutional restrictions on the federal government powers enumerated in Article I, Section 8 as an absolute limit on all government functions and programs. We oppose the adoption of broad and vague powers under the guise of general welfare or the Interstate Commerce Clause.
We oppose all restrictions on the voluntary and honest exchange of value in a free market. We favor minimal, equitable and fair taxation for the essential functions of government. We oppose all legislation that concedes Congressional power to any regulatory agency, executive department or internal body.
We support the Constitution as the principal administrative law regulating the federal government in the land, the republic form of government it requires, and the right of all citizens to fair and equitable representation.
We believe these are also the proper positions of the Republican Party.
This caucus strives for inclusion not exclusion. We believe that as republicans we gain nothing divided. We seek to work with all factions of the party where possible to advance conservative initiatives.
We call for a return of a conservative party that welcomes and supports debate and finding solutions to urgent and pressing issues that face our nation which all party members can come together on. The divisive nature of the current litmus test we have all fallen under should be removed.
This caucus works hard to seek out elected officials and candidates that are strict constitutional conservatives to retain and fill offices.
Bill of Rights:
The first ten Amendments to the Constitution enumerate, but do not limit, the natural rights of every individual. These rights are intended to limit government action beyond specific powers enumerated under Article I, Section 8 and should be broadly construed to recognize privacy and liberty rights expressed in the Declaration of Independence.
We oppose all restrictions on free and honest expression, most critically those that infringe on political discourse. We oppose any public financing of campaigns or public political forums and any law that allows organizations to collect campaign donations against the wishes of their individual members.
We support the right of all individuals to keep and bear arms. We support Constitutional Carry or Open Carry laws.
We support the right of people to be secure in their persons and property and oppose any use of eminent domain except for essential government functions.
We believe the general spying program of the NSA on the general population goes against the very meaning to be secure in one's papers and persons. We call for an immediate end to this practice.
We support initiatives in defense of medical and banking privacy.
We support equal protection under the law, including legal accountability for all public employees, including Congress and other branches of government. We support severe restrictions on the invocation of "sovereign immunity" to protect illegal and unethical government conduct.
We further stand against the indefinite detention language included in the NDAA. All persons are guaranteed the right to trail and it goes against every fiber of our nation to detain American citizens without charge, right to counsel or trial. We demand Congress remove this language.
We recognize the harm that drug abuse causes, but also recognize that the 'war on drugs' has itself caused harm, lead to abuses of personal liberty, and has been ineffective in preventing drug abuse; all of this while requiring massive public spending and wealth transfer on a national level. We favor flexible alternatives at the state and community level to combat the harmful aspects of drug use. This caucus does not take a side on the issue of legalization or decriminalization of drugs or use. We do however demand a healthy debate on solutions other than the current one as it has proven to be an economic drain with no result. It is further noted that this caucus firmly believes this falls under the Tenth Amendment and therefore should be regulated by the states.
We oppose 'litmus tests' for judicial nominees who are qualified and recognize the sole function of the courts is to interpret the Constitution. We oppose judicial amendments or the crafting of any new law by any court.
We firmly support jury nullification and the right of the jury to be informed of these rights prior to trial.
Government Reform:
The Constitution properly limits the federal government to specific enumerated powers. The Tenth Amendment reserves all other powers to the states or people. We support these limits on government powers and a phase out of all programs and departments that violate these principles, including, but not limited to:
Department of Education
Departments of Commerce and Agriculture
Department of Health and Human Services
Department of Housing and Urban Development
National Endowment for the Arts and Humanities
We firmly believe in the abolishment of the EPA and call on Texas to assert her authority to not participate in any government regulations they issue that are damaging to her economy and citizen's well being.
We support the phase out of any government subsidies and incentives that support business or special interest. We strongly urge our state, local and county governments to end this practice as well.
We favor privatization of all government assets and a transition to free market management and services for all programs that exceed the enumerated powers of the Constitution.
We support the adoption of the 'Liberty Amendment' to the Constitution, requiring respect for enumerated powers and repeal of the Sixteenth Amendment.
We support the repeal of the Seventeenth Amendment in regards that we are a republic and as such, the Senate was left as a final check and balance on the federal government by our founders. The Senate was to be the House of the States. The House of the People is that of the House of Representatives. This amendment has created two Houses of the People and left no final check for the state legislators.
Taxation:
Proper constitutional federal government operations require simple, fair, equitable and minimal tax policies and procedures.
We support a complete transition and overhaul of federal taxation policy, after a national debate of alternatives to current income and withholding procedures, primarily focusing on a single flat income tax, replacement with a national sales tax, or other methods of funding federal government operations.
We favor the prompt and permanent repeal of all capital gains and inheritance taxes, as well as the special privileges and deductions in the current code.
We oppose all corporate and business taxes, which are a form of double taxation of the participants on the same income or profit.
We support reforms that respect the rights and obligations of parents to chose from among competitive educational services and provide for their children’s schooling. We favor private charity, endowments and scholarships and a phase out of all government controls.
We support an amendment to the Constitution requiring a true balanced budget, a super-majority vote on all tax increases, zero-based budgeting and public efficiency audits for all legitimate government operations.
We support the abolition of the Internal Revenue Service.
Entitlements:
We favor individual, family and community efforts to relieve the burdens of those who have suffered misfortune and innocent injury. Every individual has the right to the fruits of their own labor and the responsibility to support themselves and their families. The only true charity is found in the voluntary efforts of every compassionate person, independent of any government entitlements, dictates, or programs.
We support a responsible transition to private financial alternatives, rather than maintenance or expansion of compulsory government retirement, disability, and health programs. A privatized approach is more personal, manageable, targeted, and local rather than a publicly funded, impersonal, intractable bureaucracy located far away.
We support full repeal of the Affordable Care Act, as healthcare should be a free market product and no one should be forced to purchase any services under government coercion.
National Defense:
The defense of the nation against foreign military aggression is a proper constitutional power and burden of the federal government. To provide for the common defense, it is authorized to raise and support armies, declare war, and enter into treaties.
We support a superior, modern and efficient defensive military capability that can promptly and overwhelmingly respond to any attack on the United States. We favor reasonable army, navy and air force powers, as well as space communication and anti-ballistic missile capabilities, suitable to detect and decisively counter any strategic danger.
We favor foreign defensive military action only upon a Declaration of War by Congress in the face of an imminent and clear threat to the United States. We favor a clear strategy for entrance into and conclusion of any foreign engagement and a definable goal that constitutes victory.
We oppose the exercise of executive War Powers in the absence of a Declaration, except in the face of an immediate and direct threat to the United States. We oppose any treaty or international agreement that puts American troops under the control or authority of any other executive or administrative power.
We oppose any mandatory draft registration or conscription. The best military must be composed of those who voluntarily assume the restrictions and burdens of military service in defense of the nation and the principles of the Constitution.
As an essential component of national defense, we favor active state support of State Guard service and complete respect for the individual right to keep and bear arms as the ultimate reserve for repelling invasion or tyranny.
Foreign Relations:
Peaceful diplomatic relations and free trade enhance the ability of citizens to travel, engage in international commerce and support the pursuit of liberty everywhere in the world.
We support equitable treaties that enhance the security and exchange with other nations, but oppose any agreement that infringes on the sovereignty of the United States.
We support policies conducive to economic liberty, such as the reduction and elimination of all import and export restrictions on private trade, both as a unilateral policy and through multi-lateral agreements.
We favor the phasing out of all foreign aid, or payments to other nations or international bodies, as a form of global welfare and economic interventionism.
We fully believe a proper role of the federal government is to secure US borders and protect the homeland. We demand that the federal government immediately address the issue on our southern border. We also demand that Texas also assert her right to interpose and protect its citizens on the border, especially if the federal government fails to fulfill its responsibility to do so.
Though there are many issues that can be covered, this caucus feels these issues to be most important to our mission. To cover each single issue every party member or voter may have would result in documents too long to possibly read or hold interest. Elimination of any specific issue does not infer agreement or disagreement with said issue.
